Yes that is true. It is a misunderstanding that dishwashing liquid will no longer work if it no longer foams. There may still be detergent active ingredients in the solution.
Foam is created when soap molecules form a bond with water and 'stick' together and trap the air beneath them. However, if the soap is busy binding grease and dirt, it can no longer form bonds in that way and the soap bubbles disappear. But if detergent active ingredients remain in the soap, it still does its job and cleans your dishes.
The amount of detergent required depends on the region in which I live. Water hardness varies per region and the harder the water, the higher the required detergent dosage. The correct dosage also depends on the degree of soiling of your laundry.
